I've learned it the hard way at my own loss.
I've ordered a set of brakes from an Accord Type-S that was being sold for parts, from a scammer named Lars Grabinski alias Soichiros. parts alias LG on Ebay-Kleinanziegen where I found the ad and communicated with him.
The advertisement:
I paid for the brakes 385 EUR + 15 EUR via PayPal, but after some time the communication with LG / Lars Grabinski / Soichiros. parts completely stopped and I haven't received the brakes either.

And this is where it ended. No reply for a week.
I've contacted him via e-mail and messenger on his private and business page. Without any answer.
I tried to call him, but the phone number on his business page doesn't work (at least from abroad).

LG is a scammer or not, but as I found more posts at a German Forum - MaxRev where others complained as well, I'm reasonably afraid. This blog will be linked there too.

Honestly, I don't really want those brakes anymore. Brakes are life saving devices on our cars and to buy them from such an unreliable person can kill someone. Simply because you have no idea if the condition of the brakes described is real or not.
I will give
Lars Grabinski alias Soichiros. parts alias LG a deadline now to return my money within two days. It is the 7th day of no communication and I believe he has 14 days to fulfill his obligation as a seller, so I also have to give him the option of sending me the goods. For this reason the deadline will be two working days - until midnight 1st February 2022. If I do not receive a shipping or tracking number where I can track the item or my money back to my PayPal account I will continue with my effort to inform everyone I can of Lars Grabinski alias

LG and what he did to me.
I will post this story to MaxRev.de, Facebook and start my reporting process with Eby-Kleinanziege.de and PayPal. I will also report this to the German police highlighting that this is not the first time, but seems to happen systematically and see what happens.

Update 31. January 2022: Immediately after reporting the issue to eBay Kleinanziegen and sending a message about it to Lars via every channel available to me (eBay, FB, e-mail) I received a reply.
I'm curious what happens now.
Update 2. February 2022: The deadline to send me shipping information or return the money paid for the items ordered has passed tonight and there was no contact from Lars aka LG aka Soichiros. parts aka Lars Grabinski (Soichiros Freund).
The next step for me is a report to PayPal and tomorrow the German police.
Update 2. February 2022 afternoon: After reporting the problem to PayPal after the deadline (midnight last night), I found a message on my phone at 12:30am today that a shipment was on the way. Lars aka LG aka Soichiros. parts aka Lars Grabinski (Soichiros Freund) sent the shipment this morning.

When the shipment arrives, I will record the unpacking and review of the items and we will see how it ends.
The report = action analogy is the only thing that seems to work for Lars aka LG aka Soichiros. parts aka Lars Grabinski (Soichiros friend).
Promises and apologies are used in communication only to make you feel relatively comfortable. I am very happy that I made a mistake and did not send the PayPal payment as Friends and Family and have buyer protection available.
